 Brazil: Former Senate president plans to approve gambling regulation in December 2022

The former President of Brazil’s Senate, Davi Alcolumbre, and rapporteur of PL 442/91 in the Upper House, expects gambling to be approved this year. Based on previous information, he expects President Bolsonaro -in order to please the evangelical bench- will veto the bill but Congress will finally enact it, according to information published by journalist Leandro Mazzini in his column Esplanda last Thursday (August 18).

For Alcolumbre, everything is already settled and the legalization of gambling in Brazil will take place shortly after the elections. After blocking for months the approval of the bill that frees the operation of bingos and casinos, following the approval of the Chamber of Deputies, Senator Alcolumbre will seek to place the proposal on the Plenary’s agenda, after the elections.

The plan of the sector that promotes gambling legislation is to approve the law in the Senate, before December and the subsequent parliamentary recess.

The group also expects that President Jair Bolsonaro will veto the measure since he wants to avoid conflicts with the evangelical bench prior to the presidential elections, but they believe that Congress will be in a position to override the veto and enact the legislation. It should be noted that the Chamber of Deputies approved PL 442/1991 on February 24, 1991.
