Brazil’s gambling ban highlights the need for operators to prepare for regulatory changes, as the country’s licensed betting market moves from its January 2025 launch to a ban in less than two years, according to Jack.com.
The crypto sportsbook and casino operator shared its outlook on Brazil’s Provisional Measure (MP) 1.394 and its implications for the global iGaming industry. Signed on September 25, the measure prohibits sports betting and online casinos in Brazil, including those operated by foreign operators. Licensed betting platforms went offline on October 6.
Account holders were allowed to withdraw their funds until 11:59 p.m. on October 5, while lawmakers have 120 days to act on the measure. A provisional measure has legal force from the day it is published but is not yet permanent law. Congress will decide whether it remains in force.
Brazil held general elections on October 4, two days before licensed betting sites went offline. Jack.com said it does not comment on election politics but is looking at what the sequence means for the market.
The company outlined two possible scenarios as the measure moves to Congress. If lawmakers approve the measure, the gambling ban will become permanent law, with regulators and operators in other markets expected to examine how the shutdown develops.
If Congress does not approve it, the ban loses its force, and the sector faces another period of uncertainty. Industry groups have also asked Brazil’s Supreme Court to suspend the measure, meaning a court ruling could change the timeline.
“The Brazil betting ban shows how quickly a regulated market can change,” Jack.com said in a statement. “Operators that treat a licence as a fixed asset are exposed. A licence can change, so it needs a plan.”
“Whether Congress approves the Brazil gambling ban or lets it lapse, the lesson is the same,” the company added. “Operators should prepare for both outcomes now.”
Jack.com said regulatory risk should now be part of strategy, as market access and revenue forecasts depend on rules that can change within weeks. The company also said player protection is important to whether a regulated market survives, adding that regulators need clear rules, operators need transparent processes, and players need real safeguards.
“Regulation, transparency, and player protection are the base of a credible iGaming market,” Jack.com said. “We build around all three and expect them to matter more in every market.”
